When would a forum be locked?

I saw the icon for "locked forum", and then i saw a locked forum but it still let me in when i wanted to see what it was about. What are the purpose for them?
The purpose is so no one can post in them anymore, do to it turning out bad or the topic itself being bad. The only reason for still keeping them it to be able to reference them later on, at least that's how I've always thought about it.
