can you maybe set a deadline?
i mean, i can understand the policy of not deleting anyone 'till they done something wrong, but i'd choose an active posting member over someone who's either a pure lurker (who can do that without account too), or someone who registered and left. either way that person could re-register if she wanted it.
re-checking joindate, it's been over a year, no posts, you think it's likely she'll start now?
