Harley is actually a cooler character than the Joker. The Joker has like 50 different stories for why he's crazy, depending on the series and whatever.
I like Harley because she's crazy because she was the Joker's psych doc and she fell in love with him and he drove her mad.
That's a good story.
Hands down coolest villain though, is the black mask.
