I believe you would use alpha on it to change its density
ie: make three off one object and put one at alpha 10% in a large area(105% on scale), one in 50% in a smaller area(100%on scale), and 30% in an area in between those two(103% on scale). then mask all three of those with a layer of grey at 5% alpha
[this attempt sucked so I removed it]
for a finer look dont use outlines and use more layers
